The WRO is structured by means of five levels of membership.

Currently the WRO has twelve members, these being the United Kingdom Rescue Organisation (UKRO), the Australasian Road Rescue Organisation (ARRO), Transportation Emergency Rescue Committee USA/Canada (TERC USA & Canada) and for Spain, the Asociacion Profesional de Rescate en Accidentes de Trafico (APRAT) who are all level one members.

Level two members are Rescue South Africa (RSA), for Germany the Vereinigung zur Forderung des deutschen Unfallrettungswesens (VFDU) and the Republic of Ireland with Rescue Organisation Ireland (ROI). Currently our level three members are Luxemburg, with the Luxemburg Rescue Organisation (LRO), and Ghana.

Level three member is Hungary who are currently looking to develop a national rescue organkisation and challenge. 

The WRO has also recently welcomed its first level five member, the North American Vehicle Rescue Association (NAVRA).
