The WRO is structured by means of five levels of membership.
Currently the WRO has seven members, these being the United Kingdom Rescue Organisation (UKRO), the Australasian Road Rescue Organisation (ARRO), Transportation Emergency Rescue Committee USA/Canada (TERC USA & Canada) and Rescue South Africa (RSA) who are all level one members. The Asociacion Profesional de Rescate en Accidentes de Trafico (APRAT) who are currently level two members. In October 2007 both Germany and Luxemburg joined the WRO as level three members. The organisations are, for Germany the Vereinigung zur Forderung des deutschen Unfallrettungswesens (VFDU) and for Luxemburg, the Luxemburg Rescue Organisation (LRO).
